The essay aims to analyze the arduous process of drafting Law no. 3657 of February 11, 1886, concerning the protection of labor and child exploitation. The analysis of the evolution of legal protection for minors, from the Ancien Régime to the modern era, will reveal the figure of the minor not as an individual, but as a labor force. Industrial advancement exacerbated exploitation, leading employers to engage children in heavy, harmful, and unsanitary work, with devastating consequences for their health. The Berti Law, despite its imperfections, represented the first significant example of social legislation, introducing state regulations on the working hours and conditions of children.
