The so-called "clean hands" scandal dates back to the early 1990s, following which various measures were introduced into the legal system. While seemingly theoretically appropriate for combating corruption, they soon appeared—especially because they only applied to certain sectors—to be inadequate for establishing an effective policy to combat corruption and illegality.
