This essay aims at offering the reader a general overview of the regime of administrative action in Russian law. In Russia, no general law on administrative procedure exists, and the activity of public administrations is governed by sectoral rules. With regards to administrative action, moreover, numerous doubts and uncertainties still prevail in judicial practice and legal doctrine. Likewise, perplexities also emerge in relation to the concept of administrative act. Finally, the question of judicial review of administrative discretion is particularly controversial.
