The digital transformation of the Italian public sector is a priority, supported by the Agency for Digital Italy (AgID), regulated under the Digital Administration Code in 2005. Over time, AgID has seen its role evolve, qualifying as a strategic actor in the implementation of projects to modernize public administration. The study analyzes its contribution to promoting digital innovation and cultural transformation, examining policies, strategies, and intervention tools, starting from the prerogatives exercised by the Agency for the purpose of developing the Three Year Plan for IT in Public Administration, highlighting the critical issues of an administrative intervention that is only relatively binding.
