The present work aims to investigate the dual face of power in democracy, with particular regard to the conflict between publicity and secrecy in the development of public decision-making. The secret, in its physiological dimension, could be qualified as constitutive factor of the nucleus of power regardless of its ideological shell and the historical variables that shape its external representations. The «invisible power» thus becomes an intrinsic constant of the structure of power whose systemic implications change according to the historically determined state typology. To delve into the study of the subject and bring the theme back into the perimeter of our democracy, it will be necessary to start from the analysis of the constitutional dictate. The special case of the “secret meetings” of the Parliament, the strategic role of the parliamentary committees of inquiry and the centrality of intra-government practice on the subject of legislative negotiation will be examined.
