The language issue is a structural element of the Belgian federalism. In fact, the contrast of identity between the two language communities (Flemish and Walloon) is a qualifying factor of the "unbundled" federalism and a constitutive element of the parliamentary form of government (federal "vivre-ensemble"). Despite the long process of institutional development, the Belgium - a genetically multicultural state - is still on the move and looking for a "mariage de raison" able to overcome internal divisions and definitively overcome the new challenges of integration.
