The current Covid-19 pandemic is rapidly calling into question the functioning models of both the economy and society at large that until recently were taken for granted. This challenge is urging scholars and research centres to ponder the perspectives of the globalization process which started at the end of the XXth Century. Such considerations are spurred by the scope of the impact that Coronavirus is having on the economy, which goes beyond the temporary interruption of commercial exchanges and the disruption to the mobility of people. The pandemic is creating a sense of insecurity which has few precedents in the current age, pervading wider and wider sectors of the population, whose future now appears confused. According to several authors, this crisis is momentous in scope and may have an effect comparable to, if not greater than, that of the 2008 and 1929 economic crises. This essay aims to set the current emergency phase within a historical perspective by analysing the concepts of risk and uncertainty as characterizing features of the economic processes, because of their connection to several endogenous and exogenous factors, to the production structure, and to the actions of the forces operating within society. The historical dimension of this phenomenon does not concern so much the permanence of these two concepts in different epochs, but rather the way they present themselves, their incidence on economy and development processes, their interpretation by scholars and operators, as well as the consequences they have on the organization of society and the life of individuals. Moving from such assessments, the significantly hard times the international economy will surely experience stop appearing “outside history” and become instead a tile in a wider mosaic and an element of a vision for the future. What is questioned here seems to be a certain model of globalization, i.e. the one defined following the affirmation of the Washington Consensus since the last two decades of the 1900s. This essay will not only examine the economic forecasts and the different scenarios arising from the impact of the Covid-19, but will also try to indicate, in its conclusions, the traits of a new economic paradigm. Despite the context of a spreading crisis, an innovative concept is emerging, one which looks at the interconnections between research centres worldwide, at the acquisition of knowledge through online networks, as well as to the significant opportunities for progress offered by the new technologies, both as means to tackle the pandemic and as tools to design, starting today, a part of the near future to come. At the same time, scholars stress that the—still preliminary—decisions to be taken in the field of fiscal and industrial policies in order to support the capacity, and then the recovery, of the global economic system, as well as the choices on the development of digitalization, automation and robotic innovation, represent the key to bolster wide sectors of the production system, and of economy and society in general. In so doing, it would then be possible to foster the enhancement of competencies, communicative skills and human creativity, as well as the improvement in the management of networks, platforms and machinery. From there arises the hypothesis that, in the near future, rather than being powerless spectators of the unstoppable decline of this world, we will be able to witness the birth of a new globalization, one that would surely feature competitions and differences between its biggest geoeconomic areas, but that would also offer the opportunity to promote novel perspectives for development and to achieve a brand new convergence between the private and public interest, between individuals and social groups, as well as between enterprises, the market and the State.

L’attuale pandemia di Covid-19 sta rapidamente mettendo in discussione modelli di funzionamento della società e dell’economia che sembravano oramai acquisiti, spingendo studiosi e centri di ricerca a interrogarsi sulle prospettive del processo di globalizzazione avviatosi alla fine del XX secolo. Alla base di queste vicende si trovano, oltre alla temporanea interruzione degli scambi commerciali e della mobilità delle persone, la portata dell’impatto economico del coronavirus e la crescita del senso di insicurezza che pervade – forse, con pochi precedenti in età contemporanea – strati sempre più estesi della popolazione, il cui destino appare confuso. Questa crisi, secondo molti autori, ha carattere epocale e potrà avere effetti paragonabili, se non superiori, a quelli del 2008 e del 1929. Il saggio ha l’obiettivo di inserire l’attuale fase di emergenza in una prospettiva storica, analizzando i concetti di rischio e incertezza come elementi caratteristici dei processi economici, in quanto legati a una pluralità di fattori endogeni ed esogeni, alla struttura produttiva e all’azione delle forze operanti nella società. La dimensione storica del fenomeno riguarda non tanto la permanenza di queste due categorie nel corso delle diverse epoche, quanto il modo in cui si presentano, la loro inferenza sull’economia e sui processi di sviluppo, la loro interpretazione da parte degli studiosi e degli operatori, le conseguenze che determinano nell’organizzazione della società e nella vita degli individui. Muovendo da queste valutazioni, le profonde difficoltà che sicuramente deriveranno per l’economia internazionale dalla pandemia cessano di collocarsi “fuori dalla storia”, per tornare a rappresentare il tassello di un mosaico più ampio e di una visione di futuro. Ciò che sembra essere messo in discussione è un certo modello di globalizzazione, quello definito con l’affermazione del Washington Consensus, a partire dall’ultimo ventennio del Novecento. Il saggio non solo esamina le previsioni economiche e i diversi scenari derivanti dall’impatto del Covid-19, ma prova a indicare, nelle conclusioni, i tratti di un nuovo paradigma economico. Seppure nel quadro della diffusione di una crisi generale, sta emergendo una concezione innovativa, che guarda all’interconnessione tra i centri di ricerca mondiali, all’acquisizione delle conoscenze attraverso le reti telematiche e all’imponente capacità di progresso fornita dalle nuove tecnologie, come mezzi per contrastare la pandemia e delineare, fin da ora, una parte del prossimo avvenire. Al contempo, nelle decisioni – ancora allo stato preliminare – sulle politiche fiscali e industriali, che dovranno essere adottate nei prossimi mesi per sostenere la tenuta e, poi, la ripresa del sistema economico globale, come nella prosecuzione dei processi di digitalizzazione, automazione e innovazione robotica, molti studiosi individuano la chiave con cui potenziare ampi settori del sistema produttivo, dell’economia e della società. In questo modo, è possibile favorire l’esaltazione delle competenze, delle capacità espressive e della creatività umana, dell’attitudine alla gestione e al controllo di reti, piattaforme e macchine. Da qui nasce l’ipotesi che, nei prossimi anni, anziché rimanere spettatori inerti di un inarrestabile declino di questo mondo, potremo osservare la nascita di una nuova globalizzazione, segnata certo da competizioni e alterità tra grandi aree geoeconomiche, ma nella quale sarà possibile promuovere occasioni di sviluppo originali e realizzare un’inedita convergenza tra gli interessi privati e quelli pubblici, tra gli individui e i gruppi sociali, tra le imprese, il mercato e lo Stato.
