This paper aims at examining the critical issues arising from the uncertain - and often inconsistent - division of competences between the State, Regions and local authorities in the management of migration flows in Italy. From this point of view, the several aspects of reception, access to social services and participation in local public life by the immigrants (regular and not regular), are analyzed. The author underlines how the majority of the examined critical issues could be overcome abandoning the current emergency approach and, at the same time, rationalizing and enhancing the role of the local authorities, through the assignation of proactive, and not merely executive, tasks.
