In view of strategic role which ports are called to cover in terms of development within the national economy, the main purpose of this paper is to examine the present model of port authority, particularly focusing on several elements that don’t allow to fully implement, in this context, the principle of separation between regulatory and economic activities. Some of these contradictoriness profiles, which represent an obstacle to the achievement of adequate efficiency and competitiveness levels, seem to be destined to linger on also after the passage of the oncoming port regulation reform, currently under discussion at Parliament. This reform, in fact, doesn’t bring changes sufficient to allow port authorities to autonomously plan and govern port development and, in the meanwhile, to guarantee its competitiveness, monitoring the quality of provided services.
