Decentralization in Italy and Pakistan: A Comparative Analysis of Governance Structures, Environmental Constitutionalism, and Equity in Contemporary Legal Frameworks

As a governance model, decentralization has gained global appeal based on increasing democratic engagement, enhancing service delivery, and addressing inequality in power relations. However, decentralization programs are often associated with paradoxical outcomes, persistent challenges, and unintended consequences. The research provides a comprehensive comparative analysis of decentralization in Italy and Pakistan by examining the impact of governance structure, budgetary framework and judicial system on the processes and results of devolution in two different contexts. This research examines both formal constitutional frameworks and practical intergovernmental dynamics through the lens of environmental policy, an important test case for effective decentralization. The results suggest that the relative strength of Italy's administrative infrastructure provides opportunities for better regional governance where North-South differences continue to exist, whereas Pakistan suffers from institutional gaps, even with comprehensive constitutional devolution
