The research aims to investigate the growing role of non-state-actors in relation to human security in the maritime- and cyber- space. Specifically, as such spaces are crucial for the progress, growth and prosperity of all humans but, at the same time, are prime breeding ground for cross-border and multifaceted threats which undermine their business, and also their fundamental rights and freedoms, this research examines the evolving notion of human security in both the maritime and cyber space. Furthermore, the fact that these spaces are also free and borderless by nature explains why the research focuses on the role of non state actors; whereas public authorities hardly exercise sovereign powers in areas falling outside State jurisdiction, armed on-board guards, rescue NGOs, search-engine providers and social platforms are all gaining growing importance in relation to human security.

La ricerca mira a indagare il ruolo degli attori non statali rispetto alla sicurezza umana negli spazi navigabili (marittimo e cyber). In particolare, la ricerca intende indagare la nozione di sicurezza umana sia in mare che nel cyberspazio. Tali spazi risultano infatti cruciali per il progresso, la crescita e la prosperità di tutti gli individui e sono, al contempo, teatro di feroci crimini transfrontalieri che minacciano le loro attività, nonché le loro libertà e i loro diritti fondamentali. Inoltre, il fatto che gli “spazi navigabili” siano per loro natura aperti e privi di confini, spiega perché la ricerca si focalizza sugli attori non statali. Mentre le autorità pubbliche possono incontrare difficoltà a esercitare la propria sovranità in aree che si trovano al di fuori della loro giurisdizione, soggetti quali organizzazioni soccorritrici non governative, guardie private armate, fornitori di servizi online e social network svolgono un ruolo significativo per la sicurezza umana.
