Council houses have represented the crux of contemporary architectonic and city planning research in the construction of a European city. The predicament over the last few years has reawakened the question of housing, in Italy and in Europe. Attention at this point is not only related to the weaker and socially vulnerable classes but also to social status and families having average income brackets (employees, elderly people) who have managed to satisfy their compelling request for affordable housing only in the outskirts, given the high level of prices in central area accommodation. This issue, moreover, is to be re-considered, also starting from the redevelopment of urban areas and from the re-appropriation of the common areas. Contrary to other suburban areas of the city of Naples, the western area has managed to become an integral part of the urban structure in virtue of the facilities envisaged/considered on a regional level, from the Mostra d’Oltremare to the sports stadium, from the Polytechnic to the more recent Monte Sant’Angelo University. Fuorigrotta in particular, from Lamont Young’s dream to the fascist interventions, to Cosenza’s city plan has always been envisaged as the heart of activities relating to culture, leisure and sport (the recent The Space cinema and Virgin Fitness Centre but to name a few). Thanks to the reorganisation of the IACP (Affordable Council Housing Institute) historical archives, I have been able to retrieve the documents and the blueprints relating to the districts of Bagnoli, Agnano and Soccavo Canzanella, which were constructed on behalf of INA-Casa Housing Project in the mid 50’s, based on the urban projects of Carlo Cocchia, Stefania Filo Speziale and Giulio De Luca. The quantity of drawings and the relevant interest deriving therefrom enable us to add not only precious pieces to the facts relating to the interventions of a professional such as Filo (whose project archives, as we know, no longer exist) but also to elaborate the project sequence in the construction of council housing estates which were merely mentioned within publications directed to more general topics or, for Soccavo, that were focused only on the northern sector. This all gives rise to the drawing up of a further publication on the matter. Therefore, this contribution is focused on reflection regarding the realisation of those external or public areas, to be shared and enjoyed by the citizens: social buildings, facilities, schools, shops, squares, also relating to green areas, up to the external aspect of buildings that is of no secondary influence in the capacity to recognise and identify the urban areas. In that sense History as a crux, therefore, with a further interpretation in the light of new data available may prove useful in obtaining ideas and pinpointing possible strategies to safeguard not only the built-up areas but also the sociability of suburban areas.

L’INA Casa a Bagnoli, Agnano e Canzanella e gli interventi della Filo Speziale: ripartire dalla Storia per la salvaguardia ambientale
