The so called shared planning aims to give voice to (enclose) all the subjects who are traditionally excluded from planning processes and to spread knowledge of foreseen changes. The present study aspires to realize how the shared planning arises and how it is shaped theoretically and practically. The analysis will start with the experiences happened during the Seventies, above all in the USA, and then it will be referred to the Italian context. For each of practice both the proposed purposes and models will be clarified. The starting point is Paul Davidoff’s contribution, Advocacy and Pluralism in Planning, which can be considered as the forerunner of the urban shared planning, by scheduling the effective involvement of the poor to the planning process, with the participation of an expert. After that, the study will proceed with the “scala a otto gradini” proposed by Arnstein , during the Seventies, and Katan’s anf Sanoff’s theories to get to the definition of “communicative planning” by Forester. The entire cited experiences share the idea that only if citizens show an effective participation to the planning process results can be enduring. The growing interest about these new kinds of effective involvement of citizens in decisional processes, developed theoretically more than practically, is due to strategies and best practices both international and European of the last decade but, above all, it is owed to the consciousness that urban management process is in crisis. It happens because it is not appropriate for managing more and more complex contexts and it is unable to manage conflicts occurred because citizens ask for more consideration of their own opinions when political initiatives refer to them. This study is the first step of a wider research project about theories and best practices that will constitute a solid base to draw up the PUC for Pompey city. In sum, the research will focus on the reading of laws of urban management enacted by Campania Region that enclose specific directions on the necessity to refer to citizens when establishing the council urban Plan. Pompey city, that is to equip with the shared planning instrument, needs to start the consultation phase with other subjects and to schedule the steps of the process to be realized.
