The problem of the dielectric characterization of a homogeneous half-space medium from GPR multi-monostatic measurements is addressed. Collecting measurements for multiple frequencies, the Fresnel coefficient (as function of the incident angle) is retrieved from the inversion of a linear integral equation for each frequency. It is then used to retrieve the Debye model's coefficients that identify the material with the Variable Projection algorithm, which takes advantage of the separability of the problem.
