Abstract

The present research proposes a methodology to analyse the ICT skills development among European countries. Furthermore, the paper aims to create a method for the implementation of a breakdown between European countries on the basis of their digital effectiveness performance developed with the support of the Digital Effectiveness Performance Index (DEPI). DEPI, starting from the Government Effectiveness Index (GEI), according to the five DESI dimensions, should evaluate which are the principal fonts of effectiveness in digital context for each country. The study should show a method able to underline the differences between the countries with the scope of decreasing the gap within the same countries and developing adequate government actions.
