Public corruption and fraud are among the most important impediments to economic development. Corruption also fundamentally undermines the rule of law. Deterring bribery requires a concerted effort to punish both those who pay bribes and those who receive them. To achieve this goal, we cannot rely only on enforcement by nation-states.
