This contribution describes the development of Italian urban-planning, starting with Law 1150/42, limited to the technical legal procedures for the analysis and forecasting of the areas intended for public local facilities. It reconstructs the evolutionary path in three stages as set out, in chronologi-cal order, by the National Planning Law, the changes it underwent in virtue of L 765/67, the Laws of Governing the Territory, promulgated by the re-gions at the beginning of this century and the amendment of Title V of the Italian Constitution, through Constitutional Law no. 3 of 2001. How is the demand for public local facilities satisfied in the new urban plan? Are the different needs of the different population groups considered? The urban-planning has dealt with the demand expressed by the population as a unicum, almost completely ignoring any differences in age, gender, reli-gion, class. The public local facilities, also called Urban Standards, have been sized and proportionated in terms of a hypothetical demand in the dif-ferent Homogeneous Territorial Zones. Is this a further limitation of ra-tional-comprehensive urban-planning? A critical reading of the regional laws after the year 2000 reveals a different interpretation of the Standards, resulting in the recognition of the Plan as a control tool environmental and urban quality that challenges the traditional methods based on quantities. The only quantification of the Standards gives way to the identification of quality indicators in an effort to respond to the new land questions that arise both from the changing socio-economic morphology of the communi-ties and the increasingly pressing environmental emergencies, which are closely interconnected. The prospective for the identification of public lo-cal facilities in the municipal plan changes with there being fairer technical tools, from an inter-generational perspective, and more responses to a pop-ulation that have drastically changed over recent decades. Could the per-formance Standards make a contribution to solving the problem of the dif-ferent types people living in by anthropized territories? The paper will try to make a contribution, after a description of the current state of the art, to the disciplinary debate.
