The article wants to underline how the public financial system’s need to renovation is leading the Italian lawmaker to carry on a series of reforms in order to fulfill the fiscal devolution and to improve, at least in theory, the financial self-government of local entities and, more particularly , of regions. However, the new legal basis for the regional financial framework seems far from being coherent with the central system. The paper argues that there is no serious intention to deal with the emerging issues on this topic, according to a common and coherent approach, directed to put at the core of the political debate the essential role that, more generally, public finances should perform in controversial periods of metamorphosis and evolution.
